You can file a complaint online at myportal.dfs.ny.gov. You can create an account if you don’t already have one.
By mail
You can mail a complaint to the DFS Consumer Assistance Unit at 1 State Street, New York, NY 10004 or 1 Commerce Plaza, Albany, NY 12257.

You can call the Consumer Help Unit at (877) 226-5697 Monday through Friday from 9 AM to 5 PM.
